Texas County Declared Disaster Area:
Four Tornadoes Confirmed, Flooding of Highways Leads to Closures of Hwy 64/412 and Hwy 95, Power Remains Out in Some Areas, Rain Continues, Flash Flood Warning Issued for Sat.

Texas County is now an official disaster area after the severe thunderstorm which included four tornadoes and hours of rain has left two highways closed and residents without power.
More rain and possible severe thunderstorms with large hail are forecasted again today.

Texas County Emergency Management Director Harold Tyson is reporting that Highway 64/412 and Highway 95 are flooded over and closed at this time to all traffic.

"We are declaring a disaster in Texas County at this time and trying to assess all the damages," he said. "The National Weather Service has also issued a Flood Warning and more rain is coming."

Power is still out in some areas of Texas County and TCEC crews reported several poles damaged as a result of last night's storm.

"TCEC lost three transmission poles and six distribution poles," TCEC Community Relations Coordinator said, adding that crews worked through the night and some communities' power has been restored, but the flooded roadways have prevented a full restoration of power at this time. "A crew is currently working at the Doolin Substation area, west of Four Corners."

The NWS is forecasting more severe thunderstorms today, with a concentration on the eastern side of Texas County, and the Panhandles. There is a chance for hail up to the size of hens eggs.

The Guymon Fire Department has taken the FEMA Incident Command Center to the area and emergency responders are working together to assist the area.

Water flows in the Beaver River

Water flows in the Beaver River between Guymon and Optima on Sunday afternoon. Guymon Municipal Airport received 2 inches of rain Friday night and Saturday, but heavier rain upstream in Cimarron County and western Texas County flooded the dry river beds, and the water made it down stream Saturday and Sunday. Christine is involved with many projects and lends her time to helping others. She is a volunteer for the jail ministry, teaches Sunday school and children's church, delivers meals for home bound citizens and opens up her home to foster children. She and husband, Carl have cared for 11 children, some for only a couple of weeks, some for close to 2 years. Christine encourages others to consider opening their homes and hearts to a child to make the community a better place.

Beaver River flows for the first time in years

Water flows in the Beaver River under U.S. Highway 64 between Guymon and Optima on Sunday afternoon. Heavy rains upstream in Cimarron and western Texas County flooded the dry riverbeds on Friday and Saturday and the water made it downstream late Saturday and Sunday. Guymon Municipal Airport received 2 inches of rain late Friday and on Saturday.

Retail Protection Act Passes to Level Playing Field for Sales Taxes

Bill modernizes tax code, treats all retailers the same

Oklahoma City (April 21, 2016) – A bill that removes a disincentive to shop locally received Senate approval today, placing it one step away from heading to the governor for her signature. House Bill 2531 closes a loophole in Oklahoma’s sales tax law so that Oklahoma retailers and those online are treated the same.

“Retailers all over the state face the same problem: a tax code that hasn’t kept up with technology giving online retailers an advantage,” said State Chamber Senior Vice President of Government Affairs Jonathan Buxton. “Our members have long sought to play on a level playing field with their out-of-state competitors who don’t have to charge sales tax.”

Governor Fallin made modernization of the tax code part of her State of the State address this year and it is also one of the priorities of the nearly 40 local chambers who are part of the Chamber Action Network. HB 2531 passed the Senate on a bipartisan 31-12 vote and now goes back to the House for consideration of Senate amendments. The State Chamber thanks Rep. Chad Caldwell (R-Enid) and Sen. John Ford (R-Bartlesville) for carrying this bill through the process and legislative leaders for allowing the bill to be heard.

EMERGENCY STORM SIREN TESTING NEXT WEEK IN GUYMON

Hurliman road remains closed, tickets will be given to those that attempt to use bridge

According to Texas County Commissioner, Dickie Bryan, "The ODOT engineer has been out and inspected Hurliman bridge at T Road intersection and it is unstable. there will be no traffic, there should be no traffic on that road whatsoever. No cars, motorcycles, ATVs, trucks, nothing can go across that road until we stabilize it. As it stands right now, we can go in and we can stabilize the bridge and salvage the bridge to where it's usable. If it deteriorates, if traffic causes it to deteriorate very much farther, we will not be able to, and it will be a $2-3 million job to replace the bridge. So as of right now we can stabilize it so we have more time to be able to make a plan and get some funding together in order to rebuild that bridge. There is no traffic allowed. None whatsoever. And it will be patrolled by the Sheriff's deputies, and they will be ticketing people. We've been lenient up to now, but they will be ticketed for bypassing the barricades. We actually have confirmation from ODOT engineers that it is unstable and cannot handle any traffic."

Scam alert issued by Texas County Sheriff

The Texas County Sheriff's Department is warning the public about criminals posing as law enforcement personnel as part of an extortion scheme.

A release from the department states that a Texas County resident was scammed out of $5,000 on Wednesday, after receiving a call from an individual claiming to be the victim's grandson. The person in on the scam call claimed he was in jail in Colorado. An individual came on the line, identifying himself as Captain McGrady from the Morrison County, Colorado Sheriff's Department. The caller told the resident his grandson was in jail and the cost to bond him out was $2,000.

The victim was instructed to purchase gift cards to complete the bonding process. The resident purchased gift cards in the amount of $2,000 at Walgreen's in Liberal, Kansas, using multiple currency options. The victim gave the caller the gift card numbers over the phone. The caller then convinced the victim that another $3,000 was needed to complete the process.

Anyone receiving a phone call from a person claiming to be a law enforcement official seeking money should refuse the demand and report the call to local law enforcement immediately. Impersonating a law enforcement officer is a violation of state law. The public should be aware that no law enforcement officer will ever contact members of the public by phone to demand money or any other form of payment. These cases are very difficult to solve. In many instances, the caller is overseas and outside of the jurisdiction of United States Law Enforcement. Criminials can spoof caller ID numbers to show they are calling from government offices.

Sheriff Matt Boley offers the following prevention tips:

*Be suspictions of anyone calling and demanding immediate payment, especially by gift cards or wire transfers such as Money Gram or Western Union
*Ask for the caller's identity and independently contact the agency. Do not call the number that appears on your caller ID
*Do not disclose personal or financial information to unsolicited callers by phone or email
*Do note wire money or provide bank account numbers or financial transaction card numbers (credit, debit, Green Dot, or any other prepaid card) to anyone you don't know
*Law enforcement and government agencies will not demand payment over the phone by any of these methods.

The location will again be at the First Presbyterian Fellowship Hall at 7th and Roosevelt in Guymon from 5:00 to 6:30. You may purchase a piece or the whole pie, it’s your choice. Tea, coffee, and water will be served at the seating area. Pie slices are a hearty helping of a 5th of a pie for $3.00 or the entire 9 inch pie can be purchased for $15.00. Whole pies are wrapped and ready for travel.
The fundraising supports the local OHCE scholarship awarded to 4-H members. OHCE is a a program offered through and in association with the Oklahoma Cooperative Extension Service. PRCA slack (barrel racing) will start at 8:00 a.m. at the Henry C. Hitch Arena. The cancellation stamp will be done at the Post office from 9:00 a.m. - 4:00 p.m., Standard Supply will host the kid’s Clown Contest at 10:00 a.m. with judging by the rodeo queens. At 11 a.m. riding blubs and mule train arrive at 5th and Main Street. Registration for the Spikes and Spurs golf tournament will being at 11:00 a.m. and will tee-off at 12:30 p.m. Don’t miss the Rotary BBQ to take place at the Texas County Activity Center from 11:30 a.m. - 1:00 p.m. The Guymon Lion’s Boats and Train at Sunset Lake will go from 6:00 p.m. until dark. Mutton Bustin will begin at 6:45 p.m. and the PRCA 1st performance and Tough Enough to Wear Pink night will begin at 7:30 p.m. at the Henry C. Hitch Pioneer Arena. Saturday: The Old Timers’ Breakfast begins at 5:30 a.m. with a free breakfast provided by Seaboard Foods at the Texas County Commercial Building. Take your shot at the Pancake eating contest to begin at 7:30 a.m.

Old Timers’ registration will be held at the Methodist Enrichment Center from 7:00 a.m. - 10:00 a.m.
Registration for the Pioneer Days 5K run or Walk begins at 7:00 a.m. behind the Texas county Activity Center, the 5K will start at 8:00 a.m. The Mercantile will open for buisness at 10:00 a.m. at the Texas County Activity Center and will stay open until 7:00. One of the most favorite of events, the Pioneer Days Parade will start at 10:30 a.m. After the parade, the Senior Citizens potluck will begin at the Senior Citizens Center. Enjoy a paddle boat or a train ride at Sunset Lake from noon until dark. The Tractor Pull will be held at the South side of the fairgounds beginning at 2:30 p.m. - 5:00 p.m. Mutton Bustin will begin at 6:45 p.m. prior to the 3rd rodeo performance which begins at 7:30 p.m. at the Henry C. Hitch Arena. A western dance will be held at Pickle Creek and hosted by No Man’s Land Senior Citizens beginning at 8:00 p.m. until 2:00 a.m.
Sunday events begin at 10:00 a.m. with Cowboy Church, the Mercantile will be open from 11:00 a.m. - 5:00 p.m. Mutton Bustin will begin at 1:15 p.m. and the last performance of the rodeo will start at 2:00 pm. Boats and trains will run at Sunset Lake from 2:00 p.m. until dark.
The Pride of Texas Carnival will be open daily at the fairgrounds on Saturday and Sunday.

Competitors from Panhandle Area Sheltered Workshop (PASW) load up to head to Oklahoma City for the 2016 Special Olympics Oklahoma on Tuesday morning. The summer games take place this week from May 11 to May 13. Competition will take place in Stillwater. The PASW team will compete in softball throw, javelin throw, shot put, walks, runs, and relays. The team comes from Boise City, Beaver, Turpin and Guymon. The team gives a special thanks to the Guymon Police and Fire Departments for the escort out of town, and a thanks to everyone else that helps support the Special Olympics events in Guymon. Good luck to the PASW team as they go for the gold!

Guymon man arrested on drug trafficking charges

The Texas County Sheriff recently sent out a release detailing a joint operation involving the undercover purchase of methamphetamine that led to the arrest of 36-year-old Elier Sarmiento Hernandez on May 4.
According to records, Hernandez is being charged with trafficking an illegal drug (methamphetamine) within 2,000 feet of a park, school, or minor under 12 years of age, endeavor or conspiracy to deliver, manufacture or possess a controlled dangerous substance, distribution of methamphetamine within 2,000 feet of a school or park, and possession of methamphetamine without a tax stamp affixed.

Texas County Sheriff releases local scam alert

The Texas County Sheriff's Department and the Texas County Court Clerk is warning the public about a possible scam involving Sterling Business Productions out of Grand Prairie, Texas.

It has been brought to the attention of the Texas County Court Clerk that Sterling Business Productions is soliciting funds from Texas County residents and businesses for advertising space on magnets deemed a "county service directory". The company is mentioning Renee Ellis, Court Clerk in their conversations with potential victims.

The Texas County Court Clerk has not contracted with this company or any other company to solicit funds for any type of directory.

Please do not agree to send any money or agree to pay for advertising space for any "county service directory" from this company or any other company that represents themselves as having been contracted with the Texas County Court Clerk.
